Multilingual dictionary

In the french post, you will see the first snapshot of the dictionary dashboard where terms are set in the languages used by theme.
xili-dictionary use all the features (especially alias_of and term_group) and functions of taxonomy.php. Some bugs are discovered and two tickets are open in WP tracs : #5230 and #5240. This running website use the patch and the dictionary filled with this admin UI.
