DIsplaying posts with unidentified language

So I have two language settings on my blog, Korean and English.

and there are three tags that I can give to each posts, korean, english, or unidentified.

With the sidebar widget, I can show blog in Korean or English.

When I choose English, it only shows the posts with English tags, Korean works in the same way.

What I want to do here is that I want to show those « unidentified » posts on both settings. So what ever language the users choose, they can see the posts with « unidentified » tags.
