Have you verify that the flag of chinese is in sub-folder of the theme and the language slug is the same of the name of the flag (zh_cn) and the style.css of children completed…

For example, visit http://multilingual.wpmu.xilione.com with example twentyten-xili. Use also form inside XL settings for more documented support…
